What is a Deficiency?

A: Failure to fulfill a requirement of Executive Order 11246, Section 503 of the Rehabilitation Act or Section 4212 of the Vietnam Era Veterans' Readjustment Assistance Act, including implementing rules, regulations and orders. "Deficiency" and "violation" are often used interchangeably.
